(1) Explanatory Note,
In so fr es coua, and maybe also cocaine, is concerned,
restrictive measures will only be offcctive so long as syntheticci
coccine has not been put on the market,
With regard to coacine, the effects of its being
put on the market depend on tho question whether or not synthetic
cocaine will fall under the terng of tho Convention, In the
evont of this synthetic product being prepered without the coça leaf, it does not fall under the terme of the Convention and it is
no uso causing it to bo subject thoroto, if its preparation offers no difficulties and if the ingredients used in the proparation
are hiriose and obtainable everywhere.
Direct restriction of the manufacture of cocaine,
which in view of articlo 9 of the Convention.Ehould bə
pria rily considerad, cannot lead to any satisfcatory result. It is impracticaela to ration by artificial noans the quantity
to be turned out by every factory,. This quantity cannot be
reduced afliscretion in view of the ultimate profits as well
